The Welsh Assembly Government’s Department for the Economy & Transport is responsible for promoting economic development, integrated transport and regeneration.
It provides the active support businesses need to grow and prosper; and fosters a positive climate for enterprise development across Wales, with particular encouragement for small and medium sized businesses. This includes management of the next round of European Union funding and a range of measures to promote innovation, including the unique Technium network of incubation centres.
The Department is responsible for Business Eye, which provides an impartial information and signposting service for people running or starting up businesses across Wales. Specialist support is also provided, ranging from provision of premises and equipment to advice on marketing and export promotion. A similar service is given to outside companies aiming to set up or expand their operations in Wales.
The Department works in close partnership with other departments, public bodies, local authorities, the private sector and voluntary organisations in exercising these functions, particularly in the regeneration of communities, towns and cities in Wales.

Energize is a specialist business development programme that focuses on the strategic development of SMEs working within and supplying goods and services to the oil, gas and related energy sectors. Since the start of the programme in 2004, over 100 Pembrokeshire based businesses have received assistance in developing industry specific resources and strengths in order to compete and grow their business at a local, national and international level.
The Energize team comprises specialists in business development, ICT and marketing together with advisors who have experience of working within the energy industry. Using their combined knowledge and expertise, advisors provide clients with the best possible chance of meeting the complex requirements of doing business in the energy industry, by advising on the processes and systems essential to winning and delivering profitable contracts.
Energize is jointly funded by PBI, European Objective One and the Welsh Assembly Government’s Pathway to Prosperity programme and direct assistance from advisors is fully subsidised.

With a spread of business from finding and extracting oil and refining it to selling the refined products, Chevron continues to occupy an important place in the United Kingdom's energy market.
It owns the Pembroke refinery in southwest Wales, one of Chevron's seven core refineries around the world, and supplies the Atlantic Basin market with refined products. Opened in 1964 with one of the world's finest natural harbors – some 1,800 vessels dock at the Pembroke facility each year – the deep and sheltered waters provide one of the few ports in Europe that can accommodate the largest tankers. Specializing in processing heavy, lower-quality crudes, Pembroke can take advantage of the significant price differential that exists between light crude oils and lower-valued heavy sour crudes.
The Pembroke refinery operations cover an area of around 223 hectares, with an additional 526 hectares outside the perimeter fence, part of which lies within the boundaries of the Pembrokeshire Coast National Park. The refinery provides employment for more than 1000 people, including term contractors, and operates 24 hours a day, 365 days a year. It is Chevron’s only wholly-owned refinery in Europe and prides itself on being a modern, highly sophisticated and complex unit, built to extract the maximum amount of valuable products from a variety of crude oils.
The original refinery, built at a cost of £35 million was opened by Queen Elizabeth the Queen Mother in 1964. It was then known as Regent. Since that time its process activities have been expanded both in complexity and capacity and today the refinery is known as Chevron, whose most well-known company brand is Texaco. At current production rates the refinery is capable of processing 220,000 barrels of crude oil per day, producing 17 different usable products. It produces around 3.5 million gallons of petrol per day.
Using a series of storage terminals around the country, Chevron supplies around 1,100 independent Texaco-branded service stations with a full range of fuels and Texaco and Chevron products. Many of the sites have convenience stores.
Pembrokeshire’s economy primarily consists of small and medium sized enterprises and a very recent report has shown that micro businesses (employing less than 10) account for 51.6% (the third highest in Wales), and small businesses (10-49 employees) account for 20% (the highest in Wales) respectively of the private sector workforce in the county.
Indeed it has also always been acknowledged as one of the most entrepreneurial parts of the UK for business starts. In spite of much welcomed investment from large and multinational businesses, the locally owned or managed SME businesses are likely to remain the bedrock of the local economy. They have a tremendous capacity in themselves to thrive and grow.
With such a wealth of entrepreneurial talent under our noses, it is indeed time for us once again to celebrate the quality of our businesses and the massive contribution they have made and increasingly will continue to make in the future.
PBI has and continues to have the privilege of working with a number of local businesses. In the course of our support activities we have assisted many clients during their applications for a number of regional and national awards with some notable success. What always struck us was that these entrants and finalists of national awards, although impressive, were no more so than many businesses that we knew existed in Pembrokeshire. The best that Pembrokeshire has to offer is as good as anywhere else!
National and international awards can bring enormous external promotional and internal confidence benefits to entrants, finalists and winners and we felt it essential to increase the profile of Pembrokeshire businesses by supporting the business awards at home in Pembrokeshire and encouraging all our local talent to put themselves forward, not only for these awards but also to take them on to a bigger stage – i.e national awards.
